Why Hollywood is priced like Miami
Hollywood runs from the Broadwalk and the beach on the east, across US-1 and I-95, past the Turnpike toward the west. Someone searching from Hollywood Lakes, Emerald Hills or Hollywood Hills sees ads from Fort Lauderdale companies, Miami companies, Pembroke Pines and Miramar companies, and national lead aggregators all at once. Google doesn't care that you're local. It cares who bids more, and Miami advertisers bid a lot.
Density also drives the price. The whole stretch from Hallandale Beach through Dania Beach is condo towers and small lots, so there are more searchers per square mile than almost anywhere in Florida. That's good for volume and bad for cost.

Language is not optional here
Hollywood and its neighbors are heavily Spanish-speaking, with big Brazilian Portuguese and Haitian Creole populations in Hollywood, Hallandale and Miramar. Google can target ads by the language a user's browser and account are set to. A campaign that only runs in English is skipping a large share of the people who'd hire you.

Summer brings the AC and pest surge plus afternoon storms. Hurricane season runs June through November and any storm within a few hundred miles spikes roofing, shutter and generator searches with click prices to match. Tax-refund season (February and March) noticeably lifts cosmetic, dental and home-improvement searches across South Florida.
What it should cost to run
The honest floor in Hollywood is $2,000 to $2,500 a month in spend for a cleaning, pest or handyman business, and $3,500 to $6,000 for trades. Roofers and lawyers often spend five figures. At those click prices, a campaign with a leaky landing page burns through the budget in days.
