Why Google comes first for movers
A move is a need, not a want. Searches like "movers Chula Vista" or "moving company San Diego" carry immediate intent, and Google Search delivers those people. The problem is cost. 1. Military PCS season
From roughly May through August, thousands of Navy and Marine families move in and out of San Diego. Many use the government's mover, but a large share do a Personally Procured Move (PPM) and hire their own, or need local moves between Murphy Canyon, Tierrasanta, Coronado, Chula Vista and Oceanside. Meta won't let you target by military status, but a radius around Miramar, 32nd Street, Coronado and Camp Pendleton with an ad that talks about PPM paperwork, weigh tickets and base access gets seen by exactly the right people. Rancho Bernardo, Oceanside's Ocean Hills, La Mesa, Point Loma and Rancho Santa Fe are full of empty-nesters moving to smaller homes or to family in another state. The decision-maker is often an adult child in Carmel Valley or 4S Ranch. Meta reaches both. An ad about full-service packing, estate cleanouts and coordinating with senior communities pulls a very different, higher-ticket customer than "cheap movers."
3. Retargeting site visitors
Someone who got a quote on your site and left is comparing you with two other companies. A Meta retargeting ad that shows your reviews, your license number and your actual crew for the next 14 days is cheap, usually $1 to $3 per thousand impressions, and it changes who wins the job.
4. Real estate agent and property manager referrals
A small, ongoing campaign aimed at people who work in real estate in the county (Meta still allows job-title targeting for this) that offers a referral program or a moving-day checklist branded to the agent. Radius and geography

Cross-border moves to and from Tijuana and Rosarito are a real niche. If you handle them, say so in Spanish and target South Bay; almost nobody advertises it.
Creative that works for moving
